Haukur Óskarsson
Haukur Óskarsson is the CEO and owner of the consulting company Refskegg Ltd.
Refskegg specializes in facilitating projects, project management, and business development. Haukur is also a member of Arctic Infrastructure, which serves as a service company for individuals and organizations interested in investment projects in the northern latitudes. In addition to his work, Haukur serves on the boards of several organizations, including Eykon Energy, an Icelandic/Norwegian E&P company that has secured a license for hydrocarbon exploration and production within the Dreki area north of the Arctic Circle. He also holds other significant roles, such as being a board member of the Icelandic Arctic Chamber of Commerce, the Icelandic Greenlandic Chamber of Commerce, and Vice Chairman of the board of Sikuki Nuuk Harbor A/S, a company overseeing the new container and bulk harbor in Nuuk, Greenland.
In his previous role at Mannvit Ltd., the largest engineering and project management consultancy in Iceland, Haukur focused on projects in industry, the Arctic, oil and gas, and fisheries, both in Iceland and abroad. As the Executive Manager of Industry and Oil & Gas at Mannvit, he led a team of skilled project managers and specialists, providing high-quality services for capital-intensive projects.
Before Mannvit, Haukur served as the Operations Manager at an international oil storage company, formerly Lomacon (now Scandinavian Tank Storage). In this role, he was responsible for operations and project portfolios related to oil depots and tankers and was also one of the company’s founders and board members.
Earlier in his career, Haukur was the Technical Director at Skeljungur (Shell Iceland), the leading petroleum retail company in Iceland. In this role, he managed all technical investment and maintenance projects. During his early years at Skeljungur, Haukur also worked as a project manager on several complex and innovative initiatives, including the development and implementation of the world’s first hydrogen refueling station.
Before joining Skeljungur, Haukur was a senior partner at Ráðgarður Ship Consulting PLC, where he also served as a project manager. He was responsible for engineering, procurement, and construction supervision on numerous shipbuilding projects for tankers, fishing vessels, and coast guard vessels. These projects were based internationally, primarily in Poland and China.
Haukur Óskarsson holds a degree in mechanical engineering, specializing in thermodynamics, power, and automation, from the Technical University of Odense in Denmark. While his expertise is rooted in the technical foundations of the industry, the core of his professional experience lies in project and portfolio management of industrial, infrastructure, and downstream petroleum projects.
